1.Courses

Allcourseswithface-to-faceteachingactivitiesareinitiallycancelleduntil19April2020.Alternativedigitalteachingformatsmaybeusedwhichdonotrequireattendanceofteachersandstudents.FurtherclarificationsonthebasisofthedecisionbytheUniversityBoardandthedeanson13.03.2020willbeissuedseparately.

2.Othercourseevents

Theprohibitionofface-to-faceeventsalsoappliestoallnon-curricularevents,aswellastoeventsforadvancedandfurthertraining.

3.Examinations

Allexaminationsarepostponeduntilfurthernotice,exceptfordigitalexaminationswhichdonotrequireattendance,aswellasindividualexaminations.Thefacultiesdeterminewhetherandhowindividualexaminationsmaytakeplace.FurtherclarificationsonthebasisofthedecisionbytheUniversityBoardandthedeanson13.03.2020willbeissuedseparately.

4. Libraries

AlllibrariesattheCAUareclosedtoallmembersofthepublicwithimmediateeffect,initiallyuntil19April2020.

5.Museums

AllmuseumsattheCAUareclosedtoallmembersofthepublicwithimmediateeffect,initiallyuntil19April2020.

6. SportsCentre/universitysports

Allsportsfacilitiesareclosedwithimmediateeffect,initiallyuntil19April2020.NocoursesorsportseventswilltakeplaceattheSportsCentre.

7. Closureofallcounsellingcentrestothepublic

AllcounsellinginstitutionsattheCAUareclosedtoallmembersofthepublicwithimmediateeffect,initiallyuntil19April2020.Counsellingshouldtakeplacebyphoneandbye-mailuntilfurthernotice.Theheadsoftheaffectedinstitutionswillensureadequateavailabilitybyphone.

8. Researchandotheradministrativeoperations

Researchaswellasgeneraladministrativeandotheractivitieswhicharenotdirectlyrelatedtotheprovisionoftrainingcoursesarenotrestricted.Theseoperationsshouldbemaintained.However,theprovisionsofNo.9and10mustbeobserved.

9. Events

NopubliceventswilltakeplaceontheCAUpremises,initiallyuntil19.04.2020.Allinternaleventsaswellasdiscussions,meetingsofworkinggroupsandcommittees,etc.,shouldbecancelledorpostponed,insofarastheyarenotabsolutelynecessarytomaintainuniversityoperations,orcanbecarriedoutastelephoneorvideoconferences.Anyessentialmeetings,discussionsorsessions,whichcannotbecarriedoutbyvideoortelephoneconference, mustfollowtheprescribedhygienemeasuresanddistanceregulations.Aguidelinewillbeprovidedtohelpdecideonwhethertoholdeventsthatarenotsubjecttoageneralprohibition.

10. RegulationsforCAUemployees

Withtheaimofreducingthetransmissionrateofthecoronavirus,andinaccordancewiththedecreeissuedbytheheadoftheStateChancelleryon14.03.2020,thefollowingregulationsapplytoCAUemployeeswithimmediateeffect-limiteduntil19.04.2020:

10.1. Attendanceobligation/homeoffice:

Contactopportunitiesshouldalsobeminimisedasfaraspossibleintheworkplace.Supervisorsshoulddeployallemployeesintheirhomeoffice,insofarastheirpresenceonsiteisnotrequiredformaintainingessentialoperations.Inthefaculties,thedeansdeterminewhichfunctionsandactivitiesthisaffects.Intheremainingareas,thisisdecidedbytheheadsoftheinstitutions. Untilfurthernotice,CAUemployeesareonlyobligedtoattendworktotheextentnecessarytocompletetheirtasks. Employeeswhoarenotabletofulfiltheirdutiesfromtheirhomeofficearereleasedfromtheobligationtoperformtheirduties:

  • forcivilservants,thecorrespondingabsencefromdutiesisauthorisedinaccordancewithSection67(1)LBG.
  • fortariff-basedemployees,theemployerexpresslydeclinestoaccepttheworkperformanceoffered(defaultonacceptance).

Therighttoreceivefullremuneration/salaryremainsunaffected. ThesupervisorsshoulddocumenttheexemptionsfromdutiesandinformHumanResourcesbysubmittingalist. Ifemployeescontinuetoworkonsite,thenhygieneanddistanceregulationsmustbecompliedwithintheofficesandlaboratories.

10.2Regulationsforemployeeswhobelongtoariskgroup

Afterconductingariskassessment,employeeswhoareassessedashigh-riskmustdefinitelybesenttotheirhomeoffice.Inthisregard,pleasenotethe  instructionsissuedbytheRobertKochInstitute.Affectedemployeesmustinformtheirsupervisorthattheybelongtooneofthesehigh-riskgroupsspecified;thepresentationofamedicalcertificateisnotrequired.

10.3Travel

AllmembersoftheCAUareurgedtoavoidprivatetraveltohigh-risk areas,particularlyaffectedareasorneighbouringregions.Inaddition,inviewofthecurrentsituation,everyprivateandbusinesstripshouldbereconsidered,becausetheriskassessmentscanalsochangeatveryshortnotice.TheCAUuniversityfleetisnolongeravailableuntilfurthernotice.Thedeanoftherespectivefacultymaydecideonexceptionsinconnectionwithresearchprojects.

CAUemployeeswhoarealreadyabroad,andwhocannotleavetheircurrentlocationduetorestrictionsbylocalauthorities,orotherreasonsofdefactoimpossibility(e.g.noflightsavailable),aredeemedtobereleasedfromtheobligationtoperformtheirduties.Holidayentitlementmustbeusedfirstbeforereleasefromduties.Thoseaffectedmustinformtheirsupervisorsimmediately.

10.4 Specialleaveregulationsinconnectionwiththeclosureofschoolsandkindergartens

Theclosureofschoolsandkindergartensorderedbythestategovernmentposesnewchallengestoemployeesintermsoftakingcareoftheirchildren.Inthisregard,specialholidayarrangementshavebeenapprovedbytheStateChancellery.Thisisintendedtobeafall-backsolution.Thepriorityistousethehomeofficewherepossible.Ifthisispossibleduetothenatureoftheactivities,thenthespecialleaveregulationsdonotapply.ThemaximumdurationofthespecialleaveregulationsisalignedwithSection13(2)SUVO("Kindkrank/sickchild").Withregardtotheageofthechildbeingcaredfor,thisappliesuniformlytochildrenuptotheageof14.

10.5 Workingtimeframework/suspensionoftimerecording

Recordingofworkingtimeissuspendedfrom16.03.2020until19.04.2020,i.e.allemployeeswhoaresubjecttorecordingofworkingtimewillbedeemedtohavefulfilledtheirrequiredhours.Thelegalprovisionsregardingmaximumworkingtimeandrestperiodsmustbeobserved.

10.6 Alreadyapprovedholiday

Ifholidayhasalreadybeenapproved,thismustbeusedfirstbeforegrantingspecialleaveorreleasefromduties.Theapprovalofholidayalreadyfreestheemployeefromtheobligationtoperformtheirduties,andthusnograntingofspecialleaveorreleasefromdutiesisrequired.

11.Prohibitedentryfortravellersreturningfromriskareas

Personswhointhelast14dayshavebeeninariskareaoraparticularlyaffectedarea,ascurrentlydeterminedbytheRobertKochInstitute(RKI),maynotentertheuniversityforaperiodof14daysaftertheirreturnfromtheriskareaorparticularlyaffectedarea.ItissufficientthatthedeterminationoftheareasasbeingatriskorparticularlyaffectedbytheRKItakesplacewithinthe14-dayperiod.  Theriskareasareupdatedonadailybasis.CAUemployeesaffectedareurgedtostayawayfromtheuniversityforaperiodof14days.Employeesmustinformtheirsupervisor,professorsinformtheirdean,whowillinturninformHumanResources.Thoseaffectedshouldusethepossibilitytoworkfromtheirhomeoffice.

Iftheemployeestasksdonotpermitworkingfromahomeoffice,theymaybereleasedfromtheirdutiesand/orworkobligations.ThisshouldbeclarifiedwithHumanResourcesonanindividualbasis.Iftravellersreturningfromriskareasexperienceanycoldorflusymptoms,theyshouldobtainadvicefromtheirgeneralpractitionerorviathetelephonenumber116117,onwhetherdiagnostictestingisrequired. Theseregulationsalsoapplytoallothertravellersreturningfromalpineskiingareas.
